Has any one used a cargo carrier on back to tow a boat?  I'm thinking aluminium to keep weight off bumper. Would steel be stronger?

You can carry a boat on a basket as long as the boat dimensions will not cause width or height issues. It will most likely block the rear door of your camper, so you will not have access until you unload the boat.
 
If you talking about hitching your boat trailer to a cargo basket, I have not seen any that were strong enough. If you plan to tow behind your camper and need an extension, you should be looking at the SuperHitch and SuperTruss from Torklift.

Thanks I found a Reese hitch that is made to carry a cargo platform on top and it inserts into a class 3 receiver to tow a trailer. 4000 lb cap. My tong weight is maybe only 80 lbs. 15 foot boat trailer.
